Meta says a retargeting audience may come from website visitors tracked through the Pixel, product or cart activity, app activity, Facebook or Instagram engagement, video viewers, a properly collected customer list, a shop, or another trackable Meta surface.

If the source does not exist—or it is too small, old, incorrectly tracked, or unrelated to the offer—there is no meaningful warm audience waiting behind the retargeting button.

The funnel is a sequence, not three campaign names

Top of funnel: discovery

The person is new. The campaign may use awareness, reach, video views, engagement, or qualified traffic to introduce the right people to a useful message and begin gathering signals.

Middle of funnel: consideration

The person has interacted but has not completed the primary action. They may have watched a video, visited the site, engaged with the business, or explored a product. The message can now educate, answer objections, show proof, compare options, or demonstrate the offer.

Bottom of funnel: higher intent

The person has taken an action closer to conversion, such as viewing a key product, starting checkout, completing part of a lead process, or returning repeatedly. Tracking, buying cycle, audience volume, and destination readiness determine whether this layer is useful.

Meta's Performance 5 guidance recommends simplified campaign structures, fewer unnecessary learning-phase changes, deliberate automation, diversified creative, stronger data quality, and controlled testing.

That is why optimization should not mean touching every setting every day. Constant restructuring can fragment the budget and make it harder to understand what caused a change.

Confirm the audience source, recency, usable volume, tracking confidence, stage-appropriate message, working destination, and necessary exclusions. If those questions cannot be answered, the next step may be tracking repair, a discovery campaign, a better destination, or more time—not a rushed retargeting build.

What if the business already has data?

Then it may be possible to move faster. A new client may already have website traffic, product views, purchase events, engagement, video audiences, or a compliant customer list. The right approach is to audit what exists, verify it, and begin at the first missing layer.
